Sri Lanka Serviced Rs. 2.7 Trillion in Q2 Debt as Total Public Obligations Hit $98 Billion

COLOMBO — Sri Lanka’s total public debt reached USD 97.952 billion (Rs. 32.977 trillion) as of June 30, 2026, according to the latest report from the Ministry of Finance’s Public Debt Management Office (PDMO).

Central government debt alone accounted for Rs. 31.999 trillion (USD 95.047 billion) of the total obligations. State-owned enterprises backed by government guarantees accounted for USD 2.885 billion, while debt owed by provincial councils and institutions totaled USD 20 million.

Domestic Debt Stands at Rs. 19.2 Trillion

Central government domestic debt stood at USD 57.039 billion (Rs. 19.203 trillion) at the end of June.

  • Treasury Bonds: USD 47.732 billion (Rs. 16.069 trillion)

  • Treasury Bills: USD 7.045 billion (Rs. 2.372 trillion)

Foreign Debt Rises to USD 38 Billion

Government foreign debt grew by USD 540 million during the second quarter, rising from USD 37.468 billion at the end of March to USD 38.008 billion by June 30.

The external debt profile comprises:

  • Multilateral Debt: USD 14.802 billion

  • Commercial Debt: USD 12.409 billion

  • Bilateral Debt: USD 10.797 billion

Among bilateral lenders, China remains Sri Lanka’s largest creditor at USD 5.0067 billion, followed by Japan (USD 2.2727 billion) and India (USD 853.9 million).

For multilateral debt, the Asian Development Bank (ADB) holds USD 6.8851 billion, the World Bank holds USD 4.6662 billion, and the International Monetary Fund (IMF) accounts for USD 2.6152 billion.

Within external commercial debt, USD 10.0071 billion is held under International Sovereign Bonds (ISBs), while USD 2.402 billion is held under China-related ADB term loan facilities. Following the debt restructuring completed in late 2024, newly issued sovereign bonds carry maturity dates between 2028 and 2038.
